Way to go Sacramento...you found yet another way to make CA look like a state run by authoritarian morons....

Houshold tools only....this will lead to more improperly repaired cars not less.

The way you enforce every over-reaching law.

Create a public marketing campaign to convince people the right thing to do is report their neighbors. Then kick back and wait for the nosey self righteous bungmonkeys to start calling while being utterly secure in your own awesomeness.

There will also probably be people who own/run auto shops who start reporting shade tree mechanics to reduce competition.

Plus it is probably less about enforcement or environmentalism and more about making it easy for dealers to void a warranty or charge more because of "illegal" repairs...at least for the industry lobbiests that doubtless influenced the passage of the law...
