Water gets into headlights one of three ways:

Rock chip creates an opening
Bonded seal somewhere around the headlight separated and created an opening
Bulb seal has gone bad

Two of them require headlight replacement to fully resolve.

But, if you just want to get rid of the water, remove the bulb, and stick the business end of a hair dryer in there, and go to town on it.
